Who'll Save the Rain?

No doubt about it -- wise water use is a critical issue for the planet, and especially for those of us who live in the plains states of the U.S.  Today we'll look at a method of water conservation that is as old as civilization itself, and one that is being legally challenged as we investigate the question of 'who owns the rain.'

Years ago Skip Mancini left the rocky coast of Northern California to return to her roots in the heartland.
