The U.S. Department of Agriculture is laying out its plan for hemp production, 10 months after the 2018 farm bill paved the way for farmers to grow it. 

The new federal program, which will be published Thursday in the Federal Register, is an “interim final rule” open to public comment. It would require farmers to secure a license from the USDA or their state if they want to grow hemp. 

TOPEKA, Kansas — When it comes to medical marijuana, Kansas may end up looking more like Ohio than Missouri — with edibles and topicals only, no smoking.

The Special Committee on Federal and State Affairs recommended potential regulations on Wednesday for the 2020 legislative session, which starts in January. It’s far from the first time the legislature would consider medical marijuana: The Kansas Health Institute says 18 bills have been introduced since 2006.

A ruling by a New Mexico judge this week may enable Texas residents to register for that state’s medical marijuana program. But critics are worried that Texans may end up breaking state and federal laws.

TOPEKA — A new Kansas law provides some protection for people possessing CBD oil containing limited amounts of THC, the psychoactive ingredient in marijuana.

But it’s not full-on legalization, meaning the oil could still result in legal trouble even for people with documents confirming it’s for medical purposes. 

CBD oil without THC is already legal in Kansas. CBD is made from the same plant that marijuana comes from, but the plants are bred with relatively small amounts of the psychoactive compounds.

The Texas Senate unanimously passed legislation expanding the Texas Compassionate Use Program on Wednesday. The legislation is expected to become law, enabling more patients to purchase marijuana-derived CBD oil in Texas.

When it comes to marijuana, Kansas is a red state in an increasingly green country.

Three of its neighbors — Colorado, Oklahoma and Missouri — have legalized some form of the drug in recent years. Yet Kansas remains one of four states in the country without a comprehensive medical or recreational marijuana program.

They are here for something else – a doctor’s recommendation.

The Oklahoma Board of Health has reversed course, now approving looser regulations for medical marijuana use in the Sooner State.

As StateImpact reports, the new rules now head to the desk of Gov. Mary Fallin for approval. The new emergency regulations are less than a third the length of the rules approved early last month. Under the new rules, a pharmacist will no longer be required to dispense marijuana.

UPDATE: The Oklahoma Board of Health has now removed this regulation, which "experts criticized as vague and legally troublesome."

Oklahoma may soon become the only state to require a pregnancy test in order for residents to obtain permission to use medical marijuana.

Last week, Oklahoma became the 30th state to legalize medical marijuana.

But, as CBS News reports, gun owners who want to smoke pot for medical reasons may be out of luck. The Federal Bureau of Alcohol, Tobacco, Firearms and Explosives has confirmed to a local TV station in the Sooner State that the bureau will stand by a 2011 letter prohibiting any “unlawful user” of a controlled substance from “possessing firearms or ammunition.”

Voters went to the polls in Oklahoma on Tuesday night, to decide on a medical marijuana law and to decide who the candidates will be in this November’s elections.

As CBS News reports, Sooner voters said yes to State Question 788, making it legal to grow, sell and use marijuana for medicinal purposes.

The U.S. Food and Drug Administration has approved a marijuana-derived drug for the treatment of two rare and serious forms of epilepsy, Lennox-Gastaut syndrome and Dravet syndrome, that begin in childhood but can persist in adulthood.

The drug is made from purified cannabidiol, or CBD, a compound found in the cannabis plant. The drug will be marketed under the brand name Epidiolex.

CBD has medicinal effects, but it does not cause the mind-altering high that comes from THC, the primary psychoactive component of marijuana.

Lawmakers in the Kansas House rejected an effort Monday to allow medical marijuana in the state.

But they advanced a plan to allow the sale of some products made from cannabis — if the high-producing compounds have been removed.

The discussion over legalizing cannabis for medical purposes came as lawmakers considered regular updates to the state’s drug laws.

A Kansas House committee on Thursday recommended the legalization of medicinal supplements containing cannabidiol, CBD, a marijuana extract used by some to control seizures and pain.

It also moved to keep an herbal stimulant, kratom, legal in Kansas.

Proposed legislation in Colorado would establish a pilot program that would allow for medical and recreational cannabis to be delivered to homes. 

As The Cannabist reports, a similar proposal last year caused Gov. John Hickenlooper to express concerns that marijuana delivery could be a hazard and draw fire from the federal government.

Texans only have a few weeks to wait until medical marijuana becomes legal in the state. But, as The Fort Worth Star-Telegram reports, only Texans with the most tenacious forms of epilepsy will be allowed to purchase the drug.

Marijuana plants are currently being grown in South-Central Texas. The active ingredients in the plants will be converted to liquids and sold in droppers to epileptics before the end of this year.
