Affordable Care Act: Texas, Where did the Money Go?

Texas has received almost $100 million in grants through the federal Affordable Care Act.  Despite strong opposition to the new law by state leaders, and even an effort to defund the measure by U.S. Senator Ted Cruz, a majority of the grants have already been spent or will be by the end of the month according to The Texas Tribune.
