The sweeping rule changes, all enacted outside the typical legislative process, have upended life for noncitizens, including those who are here legally.

Officials approved the change after hearing from speakers who argued it would hamper the state's economy and push immigrants to work without licenses in the black market.

Gov. Greg Abbott on Sunday signed Senate Bill 3070, which will also criminalize the online sale of lottery tickets through couriers.

The bill would also mandate a review of the Texas Lottery, which could lead to the abolishment of the lottery itself.

Authorities say Maria Margarita Rojas presented herself as a gynecologist without a medical license.
