Emporia State University requests no hike, but warns strategy unsustainable

The governor said undergraduate tuition and fees should stay frozen after some public university systems weighed increases.

A slim majority of Senate Republicans still backed Senate Bill 254 to end the policy. On Monday, Gov. Laura Kelly vetoed the bill.

The sweeping rule changes, all enacted outside the typical legislative process, have upended life for noncitizens, including those who are here legally.

The state isn't providing schools with guidance and advocates say students who still qualify for lower rates are being asked to pay thousands more.
